The Nigeria Mortgage Refinance Company (NMRC) is a private sector-driven mortgage liquidity facility with the public purpose of promoting home ownership for Nigerians while deepening the primary and secondary mortgage markets.
How We Work
NMRC operates on a Public-Private Partnership (PPP) model that leverages collaboration with stakeholders, including:
Government Institutions
NMRC engages with a broad network of government stakeholders, including but not limited to the following:
- Central Bank of Nigeria
The CBN regulates and supervises NMRC as a non-deposit taking financial institution, ensuring our operations comply with Nigeria’s banking and financial sector regulations.
- Securities and Exchange Commission (SEC)
SEC oversees NMRC’s bond issuances in the Nigerian capital market. Before any bond issuance, we obtain SEC approval and meet all disclosure, rating, and investor protection requirements, ensuring transparency and trust. - The Federal of Ministry of Finance and Nigeria Sovereign Investment Authority Both institutions are major shareholders in NMRC. The FMF provides NMRC with guarantees making mortgage refinancing more accessible. Partnerships with relevant ministries, departments and agencies, helps to strengthen Nigeria’s mortgage and housing finance system.

Mortgage Refinance & Securities
NMRC issue bonds by aggregating mortgage portfolios of commercial banks and mortgage lending institution for investors in the Capital Market to buy through its N440bn FGN guaranteed Bond Issuance Program.
